The arms are given to the player upon clearing the "Underground Exploration - Depth 2" mission in Chapter 4.
If the game was preordered, then this along with the other MELANDER C3 parts are automatically given upon clearing "Illegal Entry," the first mission.

- The MELANDER series is possibly named for American entomologist Axel Leonard Melander. Alternatively, the part series is possibly named for Peter Melander, Graf von Holzappel, a 17th century German general who was a Protestant leader in the Thirty Years' War until 1640 when he switched sides, and became Chief of the imperial army from 1647 until his death.
