The IB-C03W4: NGI 028 can be found in a Parts Container hidden in the Chapter 5 mission "Regain Control of the Xylem" in a New Game++. The container is hidden on a raised platform guarded by two worker machines in the middle of the room where the last two parasite modules are located.
